The Construction Pathway provides structured, skills‑focused training designed to prepare participants for entry‑level and trade‑specialised roles within the construction industry. Delivered through H. Lavity Stoutt Community College, this pathway follows the National Center for Construction Education and Research (NCCER) Core Curriculum and emphasises safety, technical competence, and employability. Participants gain the foundational skills required to progress into high‑demand construction trades that support national infrastructure development across the Virgin Islands. 


Programme Structure & Commitment 

Participants enrolled in the Construction Pathway may complete the programme through either a full‑time or part‑time delivery format, depending on scheduling and programme availability. A high level of commitment is required, with participants expected to maintain 95 per cent attendance, demonstrate punctuality, and actively engage in both classroom and practical learning environments. 


Training generally spans approximately five months, inclusive of core instruction, skills practice, evaluation, and apprenticeship components. 

 

Phase 1: NCCER Core Training 

During the initial phase, participants complete the NCCER Core Curriculum, which establishes essential knowledge and skills applicable across all construction trades. Training covers topics such as basic job‑site safety, effective communication and employability skills, materials handling, hand and power tools, construction mathematics, interpretation of construction drawings, and introductory rigging techniques. 


This phase is designed to build a strong technical foundation while promoting safe work practices, teamwork, and readiness for real‑world construction environments. At the end of each NCCER module, participants complete required assessments, including computer‑based exams and performance evaluations, to qualify for certification.  


Phase 2: Trade Skill Development and Apprenticeship 

Following successful completion of the NCCER Core Curriculum, participants advance into trade‑specific skills training, based on workforce demand. Trade options may include NCCER Concrete Construction (Level 1), Basic Electrical, Basic Plumbing, or Basic Carpentry


Training combines classroom instruction with hands‑on practice in designated workshops, allowing participants to apply technical concepts under professional supervision. As part of the programme, participants also complete an apprenticeship component, working with approved industry partners to gain real‑world experience and develop practical competencies aligned with their selected trade. 

 

Training Environment 

Participants receive instruction in state‑of‑the‑art classrooms and specialised workshops at HLSCC. Training environments include carpentry and construction laboratories equipped with industry‑standard tools and equipment, allowing learners to develop practical skills in a safe and supervised setting.
